What Is PP (Polypropylene)?
PP is a thermoplastic polymer, identified by resin code 5. In stationery it is typically supplied as extruded sheet and converted into folders by die-cutting, creasing, ultrasonic welding or sewing.

Low density — PP is one of the lightest commodity plastics, and lighter than PVC. For a buyer, this translates directly into more folders per kilogram of material and a lower shipping weight per unit.

What Is PVC (Polyvinyl Chloride)?
PVC is a chlorine-containing thermoplastic, resin code 3. It is supplied in rigid and flexible grades, with flexible grades requiring plasticiser additives to achieve pliability.

Regulatory and Environmental Considerations
This is the section that most often changes a buyer's decision, and the one most often discovered too late.
Phthalate restrictions. Flexible PVC has historically relied on phthalate plasticisers. Several phthalates are restricted under the EU REACH regulation, and further restrictions apply to products intended for children under the EU toy safety framework. If your folder range touches the school or children's segment, PVC specification requires deliberate compliance verification — not an assumption.
Retailer PVC-reduction policies. Independent of legislation, a number of large retailers and corporate procurement programmes operate their own PVC-reduction or PVC-free policies. A product can be fully legal and still be refused shelf space. If you are supplying a major retail account, check their restricted substances list before specifying PVC.
End-of-life and recycling. PP is widely accepted in mainstream recycling streams. PVC recycling is more constrained because of its chlorine content. Where your product carries environmental claims or feeds into extended producer responsibility reporting, this difference matters.
Practical guidance: if your target market is EU or North American retail, or if the end user is an education or children's channel, PP is the lower-risk default. Specify PVC where a functional property — RF welding or optical clarity — genuinely requires it, and verify compliance for that specific application.

Four factors drive the material cost difference in a bulk order:
Resin price per kilogram. Both PP and PVC are commodity resins with prices that move with feedstock markets. Neither is permanently cheaper; quotations reflect prevailing resin cost at the time of order.
Coverage per kilogram. PP's lower density means more folder area per kilogram of resin. At equivalent sheet thickness, PP generally yields more units per kilogram — a structural cost advantage independent of resin price movements.
Freight. PP's lower weight reduces shipping cost per unit. On long-haul export routes this can matter as much as the ex-works price difference.
Processing. Corona treatment adds a step for printed PP. RF welding for PVC is fast and efficient where applicable. Which material is cheaper to convert depends entirely on your specific construction and decoration requirements — there is no universal answer.
